作者吴季松，现任水利部水资源司司长、全国节约用水办公室常务副主任、中国矿业联合会顾问、国家级自然保护区评审委员会委员。

本书是作者1996年以来关于水资源研究文章的汇集，除三篇由作者主笔 或组织编写已注明外，均为作者撰写，其中几个重要篇章有全国人民代表大会 常务委员会领导、国务院领导和有关部领导的亲笔批示和评价。文章涉及水资源理论、规划思想、管理体制、水价的研究和国内外的实地调查，其中多数篇章 曾在《人民日报》、《科技日报》、《中国水利》和《中国水利报》等中央和地方报刊上登载，有的在中美环境与发展论坛等高层国际会议上部分发表，有的被译成 日文，在各界，尤其是水利界有较大影响。

本书可供水利、农业等部门的决策领导者阅读，也可供相关专业的技术 人员参考使用。

Dr. Wu Jisong， the author， is currently the Director-General of the Department of Water Resources，the Ministry of Water Resources，Managing Vice-Director of the National Water Saving Office，Advisor of the China Mining Association and Member of the National Natural Conservation Areas Appraisal Committee.

He compiled this book with his research articles on water resources since 1996，while some of the important articles has instructions and comments of senior leaders of Standing Committee of the National People’s Congress， State Council and ministries. His articles are covering the researches on water resources theory，general thoughts of planning， management institution， water price and investigation on field in China and abroad，which had considerable social influence especially in water sector. Most of the articles were published originally in People’s Daily， China， Science and Technology Daily， China Water（magazine） and China Water Resources News while some of them were delivered at senior international conferences such as Sino-US Environment and Development Forum， some of them were translated into Japanese.
