本书是世界银行于2012年底出版发行的第一本有关城市洪水风险综合管理方面的出版物，是该领域的指南性书籍。本书包括认识洪水灾害、理解洪水影响、洪水风险综合管理中的工程措施、洪水风险综合管理中的非工程措施、洪水风险管理方案评估、城市洪水风险综合管理的实施以及倡导城市洪水风险综合管理等7章，全面介绍了城市洪水风险综合管理所涉及的策略、技术、管理、评估、融资与具体实施。我国正处在高速城镇化发展时期，城市化水平不断提高，城市化建设和城市雨洪基础设施兴建、改建速度不断加快，书中其他国家的经验教训可供我国相关决策管理人员、科研技术人员和工程实践人员借鉴。
